On January 1, 2027, the requirement for property-based collection of packaging (FNI) will take full effect. For many property owners, this means more bins, remodeled recycling rooms, and new logistical requirements. But the reform is about more than just practical waste management. It also changes how the property functions within society’s resource system.

What the law entails

Starting in 2027, households will be able to sort packaging right next to their homes—including paper, plastic, metal, and glass. Together with food waste and residual waste, this means that many properties will need to manage six to seven waste streams. At the same time, the division of responsibility is changing. Municipalities are responsible for collection and recycling, while property owners are responsible for the conditions on the property—ensuring there are functional spaces, the right containers, and that the system works for residents.

Practical Challenges

For many properties, especially in dense urban environments, the biggest challenge involves space and investment. Courtyards and older buildings are rarely designed to accommodate a modern waste system with multiple categories. More waste streams also mean more supervision, more pickups, and greater demands that sorting actually works in everyday life.
